That's weird, for it to fail self check it would need to have been altered or partially blocked by your computer. My first suggestion of course is the same steps they suggest on the page. Find the path of least resistance to download it. Since it is such a small file, if your having this many issues with your computer then download it with your phone and move it over with a usb wire or a sd card. Also check your antivirus quarantine.
For someone to give you a better answer then we have so far we need some more info from you.
1- what is your computers operating system? (including 32 or 64 bit) ex: windows 7 professional 64 bit.
2- what language does your system use? (for unicode reasons)
3- and the usual processor, ram and CPU chip list. Not as vital in this case but its easier to figure out when you know the exact system your troubleshooting.
4- are you running any sort of antivirus? this includes windows defender.
5 MOST IMPORTANTLY- what size is the fully downloaded file your working with? ( so we know if it is missing something itself after being downloaded )

Yeah that's the right size, so I'd assume you have the whole file uncorrupted. Your PC specs are enough so there shouldn't be an issue. Do you have all the language packs installed? Maybe its because your using German Unicode and the games files are English so they're not being recognized? Make sure you have UAC turned off (user account control) and run it as administrator. Ive had similar issues with Japanese games and using programs like Applocale worked great. Its a weird install location for this game so antivirus programs like windows defender will think it's suspicious.
