Wrong floor it at 17 or 19 you should go.

You don't use your card when you get to the required floor. You need to use your mouse cursor to click and hold down on the device next to the door. It's a thumb scanner. I was fooled by that in the beginning as well.

so all steps followed, container in the left pod and closed, servers on, reactors powered valves open. set the shift on reactor 2 to 17.5, got collision and maxed the speed, eventually reads portal stable, meanwhile reactor 1 was set at 20.5 max speed read collision, no portal just the smallest flicker, and it stays that way. What am I missing???

Make sure you dont have -

reactor one is set to +20.5, not negative 20.5. It is producing a spark but just stays small, does not get bigger over time like the other one.

1140 is max speed. maybe the container isn't perfectly centered in the chamber is whats causing issues or something (I put it in the middle of the place me here square)

I tried again from scratch and followed the order of the pop ups, screens, reactors power, then the container, reactor valves, injected plasma, set #1 to 20.5 speed to 1140, #2 17.5 speed 1140, after 10 mins of so the #2 portal stabilized, no change to #1 after 20 mins, tried going to city view advancing time an hour went back and waited another 20 minutes, for absolutely nothing.

What am I missing here folks?
