I must be missing something very basic.

1) flip power breakers - all good
2) turn on servers - got it
3) turn valves to increase pressure - nothing happens

I've turned just the red valves.
I've turned the red, green, and blue valves.
I've turned just the green and blue valves.
I've turned on just one side and then just another side and then all of them.
I've explored the apartment building looking for other valves.
I've gone to the city map and back and tried turning the valves again.

Nothing. Happens.

Any tips for this clueless sucker?

Hold mouse button until valve full open.

You need to open the valves fully, they extend out quite a bit.
