Well first of all, we would need some kind of a good to go from them.

I think in order for the community to be able to help out efficiently without everybody constantly nagging them we would need some collaboration tool, something like Jira, but free.

But I guess it kinda depends how many people chime in and whats there to be done.
I can certainly offer my help, if it's of any use. I'll would be able to get some CMS running, adapt some base template to the design etc. but if there is somebody who does this for a living even better.

Well, I would be happy to make a few more alien models and do some environments but the engine doesn't have the type of support needed to do large scale projects.

It's been hampered by its own bad workflow.

I guess we have to wait for 4.0 for that, because my guess is that modding characters will work differently (if they allow for character customization they will have a completely new system for the meshes, textures and the rigging)
It would help if we had some kind of clue what tool chain will be used for 4.0.
