I'm not sure that the skin binding is the cause.
I will test later with the tutorial low mesh.
"filemaker" the scene with default (good) binding, if it works, I'll try to break the binding with weird skin weights and see if the character move correctly or not.
In my opinion, even if the mesh don't follow the bones properly, the bones should keep their good positions..

If it does bob around then its to do with the springs not keeping the bones tight enough if that makes sense
If it does not bob around then im not sure but more then happy to help solve it if i can

Ok, I did some tests.

Using saiko tutorial char, doing the same steps I did with my other char, except 0 move to bones (because T pose/character proportions was not the same with my char)

I end with good result. new alien saiko stands tall, with no weird behaviour.
except shoes, don't ask why....

so everything is due to my tweaks on bones.
I only move them a bit to match my new T-pose, and using tutorial key frames, it looks perfect in maya..
I'm a bit disapointed >.>

Edit: hummmmmmmm...
I don't either know why she looks alien in game, since I did only skin weight painting, and the stand pose (KF 300) in maya looks like this
